Who's Writing New Florida Homeowners Policies? July 2026 Data

If your renewal just landed with a bigger number than you expected, the obvious next question is: who's actually taking new customers right now? The Florida Office of Insurance Regulation's (OIR) newest monthly market data gives a pretty clear answer, and the head of Citizens is openly telling homeowners to go look.

"Shop the market"

At Citizens Property Insurance Corporation's September board meeting, president Timothy Cerio encouraged policyholders to "shop the market" if their renewal includes a sizeable increase, and said "the market is working," according to the News Service of Florida story published by Florida Trend. The same story reports Citizens had 266,231 policies as of August 31, that Cerio expects about 248,000 by year end, and that lawsuits involving Citizens claims are down 55% since 2023.

It also quotes Commissioner Mike Yaworsky saying OIR is "receiving a flood of rate decrease requests." (We covered the approved cuts in yesterday's post on fall rate decreases.)

What OIR's July numbers show

Florida insurers file a monthly Market Intelligence Report (MIR) with OIR. Our tracker pulls the statewide summary by company and policy type for July 1–31, 2026, the latest month available when we last refreshed. OIR notes that MIR data is submitted by companies and is not audited.

For the standard owner-occupied homeowners policy type (excluding condo and renters policies), 96 companies reported. Together they listed:

  • 4,200,810 policies in force as of July 31, 2026
  • 69,366 new policies written in July
  • 13,025 policies nonrenewed in July
  • 54,300 policies canceled in July

The top 10 by new policies written in July

These are the companies that reported the most new owner-occupied homeowners policies in July 2026:

  1. American Integrity Insurance Company: 9,042 new (287,674 in force)
  2. First Protective Insurance Company: 4,870 new (252,838 in force)
  3. Tower Hill Insurance Exchange: 4,494 new (231,469 in force)
  4. Universal Property & Casualty: 3,825 new (236,100 in force)
  5. People's Trust Insurance Company: 3,112 new (74,130 in force)
  6. Ovation Home Insurance Exchange: 2,913 new (76,455 in force)
  7. State Farm Florida Insurance Company: 2,639 new (396,393 in force)
  8. Kin Interinsurance Network: 2,548 new (107,878 in force)
  9. Patriot Select Property and Casualty: 2,350 new (34,982 in force)
  10. Florida Peninsula Insurance Company: 2,290 new (149,171 in force)

A few things worth noticing. The biggest company by policies in force on this list, State Farm Florida, wasn't the biggest new writer in July. Some smaller companies, like Patriot Select and Ovation, wrote a lot of new business relative to their size. And these are individual company filings, not insurance groups, so a brand that operates several companies may show up in more than one row on our insurers page.

What this data can't tell you

New policies written is a sign a company is open for business, but it isn't a promise it will quote your house. Insurers can limit new business by county, roof age, construction type or coverage amount. One month of data is also a snapshot: July can look different from October. And policy counts say nothing about price, claims service or financial strength.

What to check before you switch

  1. Start with your current declarations page. Note your dwelling limit (Coverage A), hurricane deductible, and any endorsements so quotes are apples to apples.
  2. Ask an independent agent which of the companies above are quoting in your county and for your type of home.
  3. Have your wind mitigation and roof info ready. Many quotes depend on them.
  4. Check the company's details. Look it up on our insurer pages and confirm its license and any recent rate filings with OIR.
  5. Don't let your coverage lapse. Have the new policy bound before you cancel the old one.
  6. If you're with Citizens, keep an eye out for takeout offers too. Our Citizens takeouts tracker lists approved companies and upcoming dates.
